Walk across the runway
Taking the advice of our tour book, we decided to park in an underground parking gargage in La Linea de la Concepcion and walk to Gibraltar (about 20 minutes) to avoid the long wait at the border. To get to the center of Gibraltar you have to cross an active airport runway!
